Harvey's nightmare has become a reality for millions of Texans.

In Houston, the nation's fourth-largest city, rising waters chased thousands to their rooftops and streets turned to rivers as Harvey dumped 28 inches of rain on the metro area. Hundreds of water rescues were underway across the area as the death toll from Harvey rose to three.
